First of all, if you are really short on money, you want to set priorities and really manage everything very thoroughly (financially and otherwise) . What good is drivers license going to do right now? Unless you have a great business idea for which to work you absolutely must have a drivers license, I'd say- postpone this one until later. If you can't afford the license, how are you going to get a car anyways (and even if you got it, then you have to do maintenance and fill it with fuel)? Public transport is way underrated in my opinion, I have a car and take the bus or my bicycle as much as I can, it's just so much cheaper then driving a car, all be it not as convenient, but sometimes you just have to rough it out.
Then you should either really move on with your business. Advertising doesn't have to cost lots of money, you can hang out in web forums and blogs and places like that and just talk to people, but when the opportunity presents itself, mention what is it that you can offer. Also, check the classifieds, sometimes people actually ask for something to get done, and you only have to apply.
Otherwise, get a job. You now you can :). It won't be a fancy office job, but you can definitely get one that will suffice to make ends meet for now. After that just keep developing your business ideas or get back to university and study something that you think you either like or at least wouldn't mind doing, and it should be such a degree with which you could actually get a job. I do not know what degree you have currently, but I'm pretty sure there is some way that you could use it still. If there was a study program for that degree, there must have been a demand for professionals of that speciality.
